NY State Tax Rates Were Reduced for Middle-Income Earners in 2026
New York's FY2026 Budget included a phased tax cut for the five lowest income brackets. Starting January 1, 2026, each of those five rates was cut by 0.1%. Single filers now start at 3.90% (down from 4.00%) and married filers benefit from the same reductions at their corresponding bracket thresholds. The top rate of 10.9% on income above $25,000,000 remains in place through at least 2032. This is the first meaningful rate reduction for middle-income NY workers in years. New York City Has Its Own Separate Income Tax
NYC residents pay both NY State income tax and a separate NYC local income tax. NYC rates range from 2.05% to 4.25% depending on your income and filing status, using withholding tables from NYS-50-T-NYC (1/26). This local tax applies only to people who live in one of the five NYC boroughs: Manhattan, Brooklyn, Queens, The Bronx, or Staten Island. New York PFL Rate Increased to 0.432% in 2026
The New York Paid Family Leave employee contribution rate rose from 0.388% in 2025 to 0.432% effective January 1, 2026. The maximum annual contribution is now $411.91 (based on the 2026 NY State Average Weekly Wage). PFL provides up to 12 weeks of paid leave at 67% of your average weekly wage, up to a weekly cap of $1,228.53. NY State Disability Insurance (SDI) Is Capped at $0.60 Per Week
New York SDI is one of the smallest mandatory deductions in the country. Employees contribute 0.5% of gross wages per week, but the deduction is hard-capped at $0.60 per week — a maximum of $31.20 per year regardless of income. SDI provides short-term disability benefits for non-work-related injuries or illnesses. The low cap means this deduction has almost no impact on take-home pay for most workers.
NY IT-2104 Allowances Work Differently Than Federal W-4
New York uses its own IT-2104 form for state withholding allowances, and it works differently from the federal W-4. NY does not allow personal exemptions for yourself or your spouse. Allowances are only claimed for dependents and specific tax credits like the college tuition credit or child care credit.
